This Standup Resource Extraction service device can be fitted to Upwell tech structures to increase the Planet Development efficiency of the owner of the outpost of that Constellation, and can launch Planetary Materials directly to the Capsuleer Outpost's hangar. It's only effective on planets in the same Constellation as the mining outpost of the outpost owner, and requires fuel to run.
